PHDCCI Hails Government’s Export Promotion Mission to Boost MSMEs and Exports

PHDCCI appreciates Government’s approval of the Export Promotion Mission — a transformative step to boost MSME competitiveness, ease of doing business, and increase exports’ contribution to GDP

Nov 13, 2023: Government’s decision to approve the Export Promotion Mission (EPM) with an outlay of ₹25,060 crore for FY 2025–26 to FY 2030–31, marks a landmark reform in India’s export ecosystem by consolidating fragmented schemes into an integrated framework focused on twin objective of export promotion and enhance market readiness, said President of PHD Chamber of Commerce and Industry (PHDCCI), Mr Rajeev Juneja, in a press statement issued here today.

This visionary initiative with a five-year implementation horizon, announced in the Union Budget 2025–26, ensures greater policy stability, enabling businesses to make sustained investments in capacity building, market expansion, and export diversification, said Mr. Juneja.

The Mission’s twin sub-schemes, Niryat Protsahan and Niryat Disha — create a comprehensive support framework catalysing export growth and employment creation, he said.

Niryat Protsahan focuses on improving financial enablers strengthening MSMEs and exporters to compete globally through interest subvention, collateral guarantees, and credit enhancement facilities, while Niryat Disha lays thrust on non-financial enablers like export quality certification, branding, logistics support, and participation in international trade fairs.

By addressing key structural bottlenecks, including limited trade finance, high compliance costs, and inadequate export infrastructure, the Mission is poised to enhance India’s share in global trade and increase the exports-to-GDP, said Mr. Juneja.

By integrating financial and non-financial support under one digital platform managed by Directorate General of Foreign Trade, Ministry of Commerce and Industry, Government of India, the Mission simplifies processes and reduces compliance complexity. This will enhance the MSMEs competitiveness, enable deeper participation in global value chains, and improve supply chain resilience through diversification and innovation, he added.

Dr. Ranjeet Mehta, CEO & Secretary General, PHDCCI, highlighted that Export Promotion Mission is a forward-looking step that will strengthen India’s export competitiveness by supporting sustained inclusive export growth, particularly for MSMEs, first-time exporters, and labour-intensive sectors such as textiles, leather, gems & jewellery, engineering goods, and marine products. It will also generate employment across manufacturing, logistics, and allied services, while encouraging the establishment of new export-oriented units (EOUs) and expanding India’s export base into non-traditional districts.

Going forward, PHDCCI believes that the Export Promotion Mission aligns with India’s vision of achieving USD 2 trillion in exports by 2030, thereby contributing to Viksit Bharat @2047. By fostering collaboration among central ministries, financial institutions, export promotion councils, and state governments, the Mission lays the foundation for a robust, digitally driven export ecosystem, said Mr Rajeev Juneja.
