Solar Open Access Capacity Additions Soar to 6.1 GW in 9M 2025

Dec 02: In the first nine months (9M) of calendar year (CY) 2025, India added 6.1 gigawatts (GW) of solar open access capacity, up over 13% compared to 5.4 GW installed in 9M 2024, according to the Q3 2025 Mercom India Solar Open Access Market Report.

Open access installations maintained year-over-year (YoY) growth driven by steady demand from commercial and industrial consumers, resulting in increased installations in 9M 2025.

In the third quarter (Q3) of 2025, India added 2.2 GW of solar open access capacity, a 20% decrease compared to the 2.8 GW installed in Q2 2025. Installations rose 108% YoY compared to 1.1 GW added in Q3 2024.

Capacity additions in Q3 were hampered by delays in grid connectivity approvals, restricted substation access, and limited transmission evacuation capacity in states with weaker grid infrastructure.

“Even with supply-chain pressures, rising module prices, and inconsistent policies slowing momentum, the cost advantage of open access is proving strong enough to break through these barriers. Without the headwinds, open access renewables could be a significant contributor towards India’s green targets,” said Priya Sanjay, Managing Director at Mercom India.

In Q3 2025, Karnataka led in solar open access capacity additions, accounting for nearly 38% of installations. Rajasthan and Gujarat followed, accounting for approximately 25% and 11% of Q3 additions, respectively.

Cumulative installed solar open access capacity stood at over 27.9 GW as of September 2025. Karnataka remained the leading state in cumulative installations, accounting for nearly 25% of solar open access capacity. Maharashtra and Gujarat ranked second and third, with 17% and 12% of total installations, respectively, through the end of Q3 2025.

Adani Green Energy was the top seller in the Green Day-Ahead Market (G-DAM), accounting for approximately 44% of electricity sold.

Odisha was the leading procurer from G-DAM, contributing to 449.7 MU.

The cleared volume of Renewable Energy Certificates (RECs) traded on the Indian Energy Exchange (IEX) fell 16% QoQ.

In the Green Term Ahead Market (G-TAM), electricity traded on the IEX totaled 92.7 million units (MU) in April, 73.9 MU in May, and 30.3 MU in June.
