Odisha Approves Key Laws and Projects to Boost Governance, Fisheries, and Infrastructure

Bhubaneswar,  May 21: The Odisha Cabinet, chaired by Chief Minister Mohan Charan Majhi, approved 10 significant proposals across seven departments, introducing reforms aimed at strengthening governance, improving infrastructure, and promoting sustainable practices.

A highlight of the meeting was the Odisha Marine Fishing Regulation Act, 2026, designed to curb illegal fishing along the coastline and enhance monitoring of the marine fisheries sector, benefiting local fishers and ensuring long-term sustainability.

In judicial reforms, female Group-D employees in courts are now eligible for promotion to junior clerk positions, and the regularization of Court Manager posts was approved. Recruitment in the High Court and district courts will adhere to Supreme Court directives, reinforcing transparency and meritocracy.

The Cabinet also approved the Archaeological Curator Service Rules, 2026, introducing new guidelines for recruitment and promotions in the archaeology department. Updates in the ST & SC Development Department will simplify promotion procedures for Circle Inspectors.

In energy development, the Cabinet cleared an ₹854-crore power project, under which Odisha Power Transmission Corporation Limited (OPTCL) will establish a 400 KV grid station and transmission lines, strengthening the state’s electricity network and boosting transmission capacity.

To enhance ease of doing business, rules for petrol pump licenses were relaxed. Retail sale licenses will no longer be mandatory; a No Objection Certificate (NOC) from the district collector will suffice for approval.

Additionally, the Cabinet approved the repeal of 358 outdated amendment acts based on recommendations from the Law Commission, simplifying legal provisions and making administration more efficient.

These reforms mark a significant step toward modernized governance, sustainable development, and improved public services, benefiting citizens, businesses, and government employees across Odisha.
