The Economics of Small Cylinders: How HPCL’s 5 Kg and 2 Kg LPG Are Expanding Affordable Energy Access Across India

Kolkata, Apr 27: As India’s consumption patterns evolve, Hindustan Petroleum Corporation Limited (HPCL) is redefining energy access through its Free Trade LPG (FTL) cylinders—smaller, more affordable formats that are enabling millions to access clean cooking fuel with greater flexibility.
 
At the heart of this shift is a simple but powerful idea: lower entry cost, higher accessibility.
 
Between 1st and 24th April 2026, HPCL supplied over 6.48 lakh Free Trade LPG cylinders of 5 Kg and over 25,000 cylinders of 2 Kg, reflecting a steady rise in demand for smaller, more flexible energy solutions across urban and semi-urban markets.
 
Affordability: Lower Cost, Wider Reach
 
Unlike traditional LPG cylinders, the 5 Kg and 2 Kg formats require significantly lower upfront expenditure, making them accessible to migrant workers, daily wage earners, small vendors, and low-income households.
 
For these segments, the ability to purchase fuel in smaller quantities translates directly into better financial planning and reduced monthly burden.
 
AccessEnergy Without Barriers
 
The smaller cylinder formats are particularly suited to India’s mobile and informal workforce, where portability and ease of access are critical. From roadside eateries to temporary housing setups, these cylinders ensure that clean energy is available wherever it is needed—without infrastructure constraints or long-term commitments.
 
Extending Clean Energy to Those Who Serve the Nation
 
In a parallel step towards expanding clean energy access, HPCL has also strengthened its PNG footprint in strategically important regions.
 
A significant milestone was achieved at the Sevoke Military Station in the Siliguri Corridor, where PNG connectivity is being advanced, with permissions formally handed over by Shri Kunal Rohilla, Defence Estate Officer, in the presence of Shri Jayanta Narayan Das, Hon’ble Member (Technical), PNGRB.
 
Over the next three months, 2,500 households and 6 defence messes will be connected—bringing clean, safe, and reliable energy to the defence community.
 
This initiative underscores HPCL’s commitment to supporting those who serve the nation, ensuring that our armed forces benefit from greener, future-ready energy solutions, aligned with broader national sustainability goals.
 
Scale: Backed by a Robust Supply System
 
This growing adoption is supported by HPCL’s strong supply chain, which delivered over 300 lakh LPG cylinders nationwide between 1st and 24th April 2026, ensuring that availability remains stable even as demand rises across segments.
 
The system is further strengthened by a logistics backbone that has dispatched over 1,86,241 tankers, ensuring continuous replenishment across distribution points.
 
Digital Enablement: Making Access Seamless
 
With 99.2% of LPG bookings now being made through digital platforms, HPCL has made it easier than ever for consumers to access LPG services. Real-time booking, tracking, and delivery coordination ensure that even smaller cylinder users benefit from speed, transparency, and convenience.
 
Discipline: Ensuring Fair Access
 
To ensure that these benefits reach genuine consumers, HPCL continues to maintain strict vigilance across its distribution network. Between 14th March and 24th April 2026, the Company conducted 5,921 inspections, taking action against 162 distributors, including 33 suspensions, along with 663 raids, 43 FIRs, and seizure of 4,100 LPG cylinders.
 
This ensures that affordability is matched with fair and transparent access.
 
HPCL emphasises that its energy ecosystem remains stable, inclusive, and future-ready, with initiatives spanning LPG and PNG continuing to expand access across both civilian and strategic communities.
