BNP News Desk: The Bhubaneswar Development Authority (BDA) on Wednesday released a draft standard operating procedure (SOP) for land parcel reconstitution under Town Planning Schemes 42 to 45 in Zone IV of the city.
According to BDA officials, the proposed framework aims to ensure a transparent, systematic, and equitable process for the redistribution of reconstituted land parcels among landowners affected under the town planning schemes.
Authorities said the SOP has been designed to simplify the land reconstitution process while maximizing benefits for stakeholders through fair allocation mechanisms and planned urban development.
Officials stated that the initiative is intended to improve clarity in land management procedures and reduce disputes during implementation of the town planning projects. The framework is also expected to support infrastructure expansion and organized urban growth in the Zone IV area.
The BDA said the draft SOP outlines guidelines for plot distribution, planning procedures, stakeholder participation, and administrative coordination as part of the land pooling and reconstitution exercise.
Urban planning authorities believe the move will strengthen confidence among landowners and facilitate smoother execution of future development projects under Bhubaneswar’s expanding urban planning initiatives.
The draft proposal is expected to undergo further review and stakeholder consultation before final implementation.
